How Can bumpy Rashes On The Stomach And Back Be Treated?

My teenager daughter has a rash on her stomach, back and shoulders that looks like tiny red dots. No puss heads to them. We have not changed any detergent, soap, lotions or perfumes. WE have treated with hdyrocortionse cream for about three days. The rash has been there for about 3 weeks.
